Is 130 to 150 words per minute a rule?
No. Those two speeds are the planning range the speech timer uses. A slower room or a toast with laughs will land somewhere else.
Speech timer
A planning range for a 1, 2, 3, 5, or 10 minute speech at 130 and 150 words per minute. The range is a guide for the draft, not a rule.
A five minute talk sits in the middle of that list: 650 words at the slower planning speed and 750 at the faster one. One minute is a short opening. Two minutes can hold a single scene. Three minutes is enough for a toast that names one moment and a wish. Ten minutes is a class talk, and it is also the longest spoken run on Round Rehearsal.
Count the draft you already have, then say it once. A written page and a spoken page are different lengths, because a breath and a laugh take time the word count cannot see.
